House Prime pays off their loan and is free and clear. The chemical plant is built, depleting Prime's savings further, but then the 3 units of Kelp are sold to restore it to some extent (and another is produced this turn).
Rafael explores L12, which turns out to contain several areas where the coral is riddled with artificially-dug boreholes, extending straight down through the coral to quite a depth.

Back at the empire, Lord Basinbloke and Silentus engage in politics of their respective sorts.
Finally, the research institution finishes its work. The satellite project didn't pan out, but some of the experimental aerial photography did give the researchers some interesting ideas about water-current analysis which provide much the same idea: an explorer unit can spend two turns in a hex taking samples to identify all hexes within four hexes that have sources.

House Actions

The 5-credit loan is paid back to Krazybuys for 5 megacredits.
Mine is built, as per Research's plans for 1 megacredit.
Cargo ship takes cargo for sale.
Vote is for Grazene.

Character Actions

Rafael (presuming he is healed up) goes to L12.
Dark goes back to exploring and hits O13.
Lord Basinbloke visits Grazenians and the voting session to ensure they coordinate a scratch-my-back vote trading relationship (for this and future tax bill meetings up to the vote Basinbloke has fire-at-will discretion with House fate points).
(tentative) Silentus does his thing with Tipni/Topni.
