Tentative Proposal
- Enact a new rule (named What Makes Quorum):
- A quorum is defined as requiring a supermajority of two thirds of the active players.
- A demiquorum is defined as requiring half as many players, rounded up, as are required to make up a quorum.
Ennyx cursed as he hammered on the barred door, but the sounds of the Senate being called to vote proceeded without him.
