Proposal
Enact a rule:
Any stat may have a minimum value. By default, the minimum value of every stat is 0. If anything would decrease a stat for a player to less than the stat's minimum value, then that stat for that player will instead become the minimum value, unless a rule specifically makes an exception to this rule, citing it by name.
I was wearing the worst hat in the world, but I didn't care much, because I couldn't be less sober.
