However, a Glaive may not choose any Numenera-related skill higher than a 2, and a Nano may not choose any Fighting-related skill higher than a 2.  If someone wishes to specialize in a completely different skill, and choose no Numenera-related *or* Fighting-related skill higher than a 2, they can do so, and come up with their own new character class name.

There are various skills/abilities associated with the different classes in Numenera that will probably translate as Stunts in the FATE conversion (or at least 'secondary' stunts, with the Numenera 'Character Focus' becoming your 'primary' stunt).  In that case, take a secondary stunt appropriate to your character class.
So, one each at +5, +4, and +3, and two each at +2 and +1.  In addition, to reflect the specialized training that each receive, the Glaive may not choose the 'Numenera' skills higher than a 2 (Craft, Lore), while the Nano may not take Fight higher than a 2.

Each class has special abilities available to it in Numenera that translate to 'class stunts' in FATE:  'Fighting Moves' for the Glaive, 'Esoteries' for the Nano, and 'Tricks of the Trade' for the Jack.  All other stunts are available to all classes (i.e. the ones from the 'Character Focus' and the 'Character Descriptor', or any from FATE core).

If you want to be some other kind of specialist, come up with a name for your class, choose the skill ladder instead of the skill pyramid, and avoid taking Fight, Craft, or Lore higher than a 2.  Your 'class stunts' are that of the Jack, or you can make up your own.

In Numenera, there are three character classes: Glaive, Jack, and Nano. A Glaive is a fighter; a Nano is a techno-mage, and a Jack is a generalist. To preserve the feel of the two 'specialist' classes vs. the 'generalist' class, the suite of skill slots you can fill out are different for each:

The Jack gets the normal FATE skill pyramid, and has no restrictions on what skills can fill what slots:

+4: _____
+3: _____ _____
+2: _____ _____ _____
+1: _____ _____ _____ _____

In other words, one skill chosen at +4, two at +3, three at +2, and four at +1.

The Glaive and Nano are specialists, and get a skill ladder:

+5: _____
+4: _____
+3: _____
+2: _____ _____
+1: _____ _____
