I think that a modification such that at least 1/3rd of folks vote positively for a rule should be included, at least. | |||

It occurs to me that without a formal process for making proposals or a formal definition of what a proposal is, this could lead to ambiguous situations. If I email a new rule idea to myself without showing it to anyone, is it a proposal? Does it become law in three days? --Jota 11:57, 20 January 2012 (PST)
