I'm not quite sure what is meant by altering the meaning of an existing rule. If a new rule just casts an existing one in a new light so that it's interpreted differently, or changes the definitions of things the old rule refers to (e.g., by changing how scoring works or what a "card" is or whatever), does that count? Or do you just mean proposals that literally modify the text of an existing rule?
If the latter, then I'd change "If such a proposal becomes a rule" to something like "If such a proposal is agreed upon" or "is ratified", since presumably such a proposal would just be an alteration to existing rules rather than a new rule itself. --Jota 15:51, 20 January 2012 (PST)
