I am all for this. My only objections are to part 3:

• The term "this page" is ambiguous, since the text of this rule could be copied to any page (e.g., we'll probably copy it to the Rules page if it passes). Do we need to keep the stats updated on every page where the text of the rule appears? (In theory, you could deal with this by making a Stats page and explicitly referring to that in the rule instead of "this" page.)
• It doesn't mention who is responsible for performing the updating, merely that it must be done. Whose responsibility would it be? Would they be breaking the rules if they didn't perform the updates as promptly as humanly possible? One possible solution would be to not make updating the wiki page an actual part of the rule: stats update when the rules say they update, independent of the wiki, and hopefully someone or other will get around to noting that on an appropriate page promptly. Another solution would be to designate someone as the official stats updater and describe the parameters for how quickly they need to perform the updates and what happens if they make a mistake. (Nota bene: not it.)
